The mind or will of the emperor. In particular the disinterested mind that embodies the divine words (shinchoku) of Amaterasu. To the honorific prefix mi, which indicates a term of respect for kami or the emperor, the superlative prefix ō is added, and the conjunction of the two expresses the highest level of respect. Kokoro is "heart" or "mind." Early examples include "Next, Ōsazaki no mikoto, realizing the intention (ōmikokoro) with which the emperor had asked his question, said. . ." (Kojiki) and "Nevertheless exemptions will be made according to the imperial will" (Shoku nihongi, imperial order [senmyō] dated from the second day of the third month, 772).
